I would like to trigger off the development of a GLOBAL LEARNING NET

Blimey, thundril, this could be a very complex "map" of information! Wondering if the Wiki system can offer the sort of mapping structure that this might need? Going to take a far amount of maintenance as well methinks, even with the Wiki editing system.

Will think on this, it does sound like a good idea, mate.

I think there will be enough people capable of contributing to the Net, once the basic framework is established. Suppose you are well-informed on some subject, and you happen upon a potential learning resource: a college course, a TV prog, a Youtube discussion, or whatever. It should be made easy for you to attach some arrows to that source, connecting to other sources, and marking them either 'a little more demanding', 'useful background for understanding this one', or perhaps 'also interesting, on the same subject and at the same level, but from a different perspective'.
"Arrows" of three different colours should be sufficient to convey this.

It is true that the design of the structure, the initial build-up, and the ongoing maintenance, will require a lot of specialist work. But I think the nature of the project will attract mostly intelligent people who love spreading knowledge.
